Sheff Wed Confronts Major Issues, Says Independent Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The team's ongoing struggles are seen as a "significant problem" and the new football authority is seeking powers to investigate clubs in such situations, its new chair the regulator has declared.

In a wide-ranging interview, the chairman, who was appointed on Monday, expressed "sympathy" towards the club's followers.

The chairman convened with four fan organizations associated with the Championship side recently.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on multiple instances, including in September.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the iconic names for football in England and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations referred to us if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the football authorities in summer, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the supporters of Wednesday, teams facing challenges where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand the team's plight, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that forcing owners to sell clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an particular organization, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you look back over the history of the sport, over the recent generations there have been certain proprietors, a small minority, but some who have been irresponsible in the manner they have operated their clubs and ultimately don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the football community fails, the significant advances achieved might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources coming into football and has come into football for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the success and growth as an commercial operation of the elite league.

"Being fully aware of the worry about compromising the top flight as an elite competition of this country. But concurrently, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Political Connections

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in 2020.

The chairman provided financial support for government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
