The Former President's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas represent an existential threat to the continent's identity. Yet, this argument rests on a fundamental misreading of the reality. The actual challenge facing the EU is not societal but economic and technological backwardness.

The Stark Economic Gap Between Europe and the US

The data paint a sobering contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% increase for the EU. During this time, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Today, about half of the global 50 largest tech companies are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Problem

The growing disparity is driven by superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at over $10bn, versus just 14 in the European continent.

This disparity prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe positioned? Most analysts agree it is largely a contest between two involving the US and China, with European nations starting at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. The EU has yet to establish a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can introduce a product under one regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven separate regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was historically viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, there are causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose serious reform. Key reports on EU competitiveness and the internal market highlight the necessity of sweeping reforms.

Given appropriate policies and rule changes, these assets might enable far greater levels of commercial innovation.

The continent retains significant advantages: skilled human capital, top-tier schools and universities, and premier labs. Coupled with a large internal market and substantial household savings, these elements could unleash a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now faces a critical crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, the continent's slide in innovation has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
